The Payroll Analyst - Hourly & Tax provides analytical support to the Senior Manager, Payroll and Tax and Supervisor, Payroll. This includes processing the compensation for contractual and non-contractual hourly employees, as well as payment of state tax withholding. This position also ensures hourly employees are compensated in accordance with all applicable labor contracts, federal and state wage and hour laws, and company policy. The Payroll Analyst - Hourly & Tax is responsible for adhering to the time-sensitive nature of processing various payroll schedules, taxes, and deductions, and requires some flexibility when working around payroll holiday.
The Payroll Analyst - Hourly & Tax provides analytical support to the Senior Manager, Payroll and Tax and Supervisor, Payroll. This includes processing the compensation for contractual and non-contractual hourly employees, as well as payment of state tax withholding. This position also ensures hourly employees are compensated in accordance with all applicable labor contracts, federal and state wage and hour laws, and company policy. Responsibilities
- Interpret various labor contracts and assist in making decisions concerning the payment of hourly wages - including 20 NMFA agreements and approximately 46 additional white paper agreements. Have good communication with Employee Relations on discussions of various aspects of the NMFA and white paper contracts and applying the contracts to employee circumstances.
- Participate, advise and provide input in meetings with various departments and participate in the modifications and/or development of multi-department program, process or procedures.
- Approve paid time off for hourly employees and review Labor Management entries for hourly employees.
- Work in a team setting to accomplish department goals.
- Know the Internal Revenue Code, up to 52 state tax codes and Puerto Rico and apply as necessary in determining the correct withholding on different types of payroll checks, such as standard or supplemental withholding.
- Maintain employees direct deposit account information and coordinate with financial institutions on returned checks.
- Administer, supervise, and remit payment of payroll and payroll related taxes, fees, and special assessments.
- Apply and maintain proper internal controls set up for payroll processing.
- Process compensation for the hourly paid employees, including utility drivers under the NMFA including ABF, LMC, ABF Cartage and Canada.
- Review existing computer programming, information systems and data processing capabilities, contact programmers and make decisions concerning the maintenance of the Daily, Time and Attendance System, and Payroll Administrative Tools on ABFs Intranet in the absence of the Supervisor, Payroll.
- Review new contracts for changes and coordinate application of the labor agreement changes.
- Responsible for troubleshooting issues in LMS and resets as needed.
- Compute and calculate manual checks for employee when errors are made by terminal in entering hours or payroll due upon termination and the applicable federal and state withholding and other deductions.
- Know the Department of Transportation and Department of Labor driving rules and hours of service rules to answer field questions and work exception reports.
- Direct the process of compensating hourly paid employees, including utility drivers under the NMFA including ABF, LMC and ABF Cartage in the absence of the Supervisor, Payroll.
- Assist in maintaining hourly payroll records, including imaged payroll documents, driver logs and timecards.
- Update Payroll systems to maintain all companies' confidential employee information including addition of new hires, wage increases, job classification changes, and terminations in the payroll system.
- Research and stay current in law and tax code changes.
- Review annual rate changes per the NMFA and white paper contracts and installation of the rates on the employee level.
- Analyze, revise, and manage the distribution of hourly and road driver payroll checks and determine timing of payroll and distribution method.
- Analyze systems for continuous improvements.
- Other duties and projects, as assigned.
- Ensure accurate payroll information is provided to the Accounting Department.
- Process payroll across three companies with an average gross payroll exceeding $850 million.
- Assist branch managers, operations supervisors and field payroll clerks in the collection of time and attendance data and absentee records for accurate payroll calculations and health, welfare and pension benefit payments.
- Provide guidance and interpretation of tax code to entire Payroll Department and other departments regarding tax treatment and issues involving payroll or payroll related areas.
- Assist with preparation and coordination the compilation and processing of year-end wage and tax statements.
